Jefferson Lofts Developers Seek Extension

The remarkable transformation of the former Jefferson Elementary School building in the City of St. Joseph has advanced dramatically in the past year and a half, however the project’s developers will appeal to the St. Joseph City Commission tonight for a one year extension on the deadline for completion of the condominium complex known as the Jefferson Lofts.

Managing Partner Marshall Downs recently asked the city to amend the Planned Unit Development of the former school building located at 2214 S. State Street in the city. Downs tells the commission in his request letter, “Construction at the site has progressed nicely and we continue to have strong interest and sales.” He adds, “At the time of the application submission (for the extension) there are 10 of 22 units sold, 6 under contract to purchase and the remaining six are available for purchase.”

Downs tells the commission that developers have not actively marketed the final six units in order to focus efforts on delivery of the remainder of Phase III. In addition to the ongoing construction at the site, garages have been built and completed on the north side of the building, garages are well underway on the west side of the building, the playground has been replaced by a dog park, the storm sewer system on site has been replaced, new water lines have been installed, and patio construction is well under way.

The original agreement with the city called for the project to be completed by the end of this year, however developers are seeking a one-year extension to the end of 2017 to help sell and complete the remaining six units as well as all exterior site improvements.

Downs tells the commission in his request letter, “When we began the project, we anticipated a 24 month construction period and that is the approximate time required for full completion. Therefore, we are formally requesting a 12 month extension to the term of the current PUD which would last until the end of 2017.” He adds, “The extension will permit us adequate time to complete all units and manage any final construction items as well as ensure a smooth transition to the Jefferson Lofts Condominium Association.”

The City of St. Joseph has slated a public hearing on the request for tonight’s meeting, Monday, November 28, 2016. The two-story former school building is being converted to 22 individual condos. Following the public hearing, the commission is expected to vote on the request from the developers to either approve the extension or deny it.

The St. Joseph City Commission unanimously approved the one year extension sought by developers of Jefferson Lofts. Commissioner Heugel told them it was nice to see progress and called it a fine facility. Jeff Richards told them, “You’ve done what you said you would do, and we’re happy with the progress.” Mayor Garey called it a great project and expressed great appreciation for the renovations.

The project now has a finish deadline of December 31, 2017.
