Lincoln Charter Township Appoints Kacey Dominguez as New Township Manager

Lincoln Charter Township has hired Kacey Dominguez as Lincoln Charter Township Manager. Dominguez currently serves as the Manager for the Village of Stevensville, where local leaders say she has demonstrated strong leadership, strategic thinking, and a deep commitment to community advancement.

During her time with the Village, Dominguez secured local, state, and federal funding for multiple road, safety, parks, and community development projects. She played a key role in the formation of both the Downtown Development Authority and the Parks Committee, helping guide each entity through long-term planning initiatives. Dominguez also implemented communication and operational improvements that increased transparency and strengthened day-to-day efficiency within the organization.

“Kacey has consistently demonstrated exceptional leadership, professionalism, and a genuine commitment to public service during her time at the Village,” said Glenn Youngstedt, Supervisor of Lincoln Charter Township. “Her ability to build partnerships, secure critical funding, and improve internal operations makes her an outstanding fit for this role. The Township Board looks forward to the thoughtful and forward-looking leadership she will bring to Lincoln Charter Township.”

As Township Manager, Dominguez will serve as the chief administrative officer, overseeing the activities of all departments except those of the Clerk and the Treasurer. She will provide updates to the Township Board, prepare recommendations, and ensure the effective implementation of Board policies and priorities.

“I’m eager to bring my experience and skills to Lincoln Charter Township – an organization that’s already on a strong path – and contribute wherever I can to make a meaningful difference,” said Dominguez. “I’m excited to get to know the staff, learn more about Township governance and take on a new challenge. I am extremely grateful for my time at the Village and incredibly thankful for the support I received from Village staff, council, residents, and businesses.”

The Village of Stevensville expressed strong support for the transition.

“This is a positive step for the entire Greater Stevensville community,” said Village Council Pro-Tem Chris Mason. “Kacey has been an exceptional asset to the Village, and her leadership has made a lasting impact. We are grateful for her service and look forward to continued collaboration with her in this new capacity.”

Dominguez brings both practical experience and academic expertise to her new role, holding a BA in Law & Society from the University of California, Santa Barbara, and a MA in Public Policy and Administration from California State University, Sacramento. She previously served as a Senior Policy Analyst for the Health and Human Services Agency in Yolo County, California advising executive leadership on key policy issues. She also served as a Peace Corps Volunteer in Ukraine and worked as an English as a Second Language instructor in South Korea, experiences that strengthened her communication skills, adaptability, and service-driven approach to leadership.

Dominguez begins her new role effective January 20th.
