The committee is composed of tax managers, attorneys, certified public accountants, association executives and industry leaders from across the state. It serves as a critical forum for evaluating proposed legislation and regulatory changes, engaging with policymakers, and developing recommendations that guide the Michigan Chamber’s advocacy agenda.

“This committee plays an important role in determining how Michigan positions itself for long-term economic success,” said Regional Chamber Board Chair, Olivia Starks. “We’re confident that Arthur’s depth of experience and proven leadership will ensure Southwest Michigan’s business community has a strong, credible voice in statewide policy discussions shaping Michigan’s competitiveness.”

The committee’s work spans a broad range of issues central to business investment and economic development, including tax credits, regulatory frameworks and incentive programs. Areas of focus include the research and development tax credit, child care tax incentives, and incentives supporting electric vehicle and fuel infrastructure development. Recommendations developed by the committee are forwarded to the Michigan Chamber’s Board of Directors for consideration and final action.

Havlicek’s appointment elevates Southwest Michigan’s role in statewide policy discussions and reinforces the Regional Chamber’s commitment to advocating for a competitive, business-friendly environment on behalf of its more than 1,000 member organizations across the tri-county region.
